Please make sure that paper is in 12 point Times New Roman format as stated above. There needs to be at least 8 quotes preferably more from actual bills and congressional speeches.

Paper needs to examine Congressional action towards stem cell research. Paper needs to address any and all proposed and passed legislation on the topic of stem cell research including floor speeches, acutal legislation (stating which legislation was passed and which was defeated), and information from statements and congressional hearings. Paper should examine the trend the legislation is taking as well. Paper should include a very brief part (1 page) about California's voter referendum concerning stem cell research and how that may effect future congressional legislation.
